Trump considers negotiations to end government shutdown

US President Donald Trump announced at the White House that he is considering negotiating with Democrats on healthcare to end the government shutdown. Trump said, “We are negotiating with the Democrats and we can achieve very good results on healthcare.” He also stated that if the shutdown lasts too long, it could lead to “federal employees being laid off.”

Trump imposes 25% tariff on large truck imports

Trump announced that a new 25% tariff on large trucks will be imposed starting November 1. He had previously stated on October 1 that new tariffs would be applied to heavy truck imports for national security reasons. It was announced that the tariffs aim to protect domestic manufacturers from unfair foreign competition. Mexico leads the way in exports of medium and heavy trucks to the US.

White House: Government Shutdown Costs Economy $150 Billion Per Week

US National Economic Council Director Kevin Hassett said the government shutdown is costing the US economy approximately $150 billion per week in production. According to an internal White House report, the shutdown is causing a 0.1% weekly contraction in GDP. If it lasts for a month, 43,000 additional job losses and $30 billion in consumption losses are expected. The CBO had previously stated that the last shutdown during the Trump administration caused $11 billion in losses, $3 billion of which were permanent.

Fed’s Schmid Statements: Highlighted Inflation Risk, Not Inclined to Cut Interest Rates

Kansas City Fed President Jeff Schmid stated in his remarks that he is against further interest rate cuts. Schmid emphasized that the Fed must balance the risks of being “too loose” or “too tight” in its policy-making, but that inflation remains high.

China Central Bank Increases Gold Reserves for 11th Consecutive Month

The China Central Bank increased its gold reserves by 40,000 ounces (1.24 tons) at the end of September, bringing the total to 74.06 million ounces (approximately 2,303 tons). OpenAI Developer Conference: ChatGPT is becoming a platform

The new tools include:

Application SDK: Infrastructure for developing applications directly within ChatGPT.

AgentKit: A three-component structure — Agent Builder (visual agent creator), Connector Registry (data and tool connection management), ChatKit (custom chat interfaces).

Sam Altman demonstrated live at the event that applications such as Spotify, Canva, and Zillow work within ChatGPT and respond to user commands in real time. A preview version of the new SDK has been made available to select developers.

OpenAI signs massive 6 GW chip deal with AMD

OpenAI has signed a new agreement that will provide a total of 6 gigawatts (GW) of AMD GPU computing power. This capacity is equivalent to Singapore’s average electricity demand. The first 1 GW portion is planned to be operational in the second half of 2026. As part of the agreement, AMD has granted OpenAI the right to purchase up to 160 million shares at a symbolic price of $0.01. These rights can be exercised in tranches until 2030. If OpenAI activates the full capacity, it could own approximately 10% of AMD’s shares.
